Daryl grew up in the Sydney suburb of Panania and graduated in economics and law from the University of Sydney. From 1979 to 1987, Daryl worked as a public solicitor with the Legal Aid Commission of NSW, specialising in criminal law. He was admitted to the bar in 1987 and until 1990 worked as a public defender in NSW. He is a foundation member of the NSW Society of Labor Lawyers. Daryl is a life member and vice-president of the Revesby Workers' Club Limited.
He was elected to Federal Parliament in 1990. He is Labor's representative on the Council for Aboriginal Reconciliation, appointed in 1996. Daryl was the Shadow Minister for Aboriginal and Torres Strait Islander Affairs (1996-2000), the Shadow Minister for Reconciliation (1998-2000) and Assisting Shadow Minister for Arms Control (1996-1998).
Daryl was again elected to the Shadow Ministry on 22 November 2001.
Darryl was returned as the Member for Banks at the 2007 election.

Named after botanist Sir Joseph Banks 1743-1820, who accompanied Captain Cook on his voyage to Australia in 1770.

Banks covers an area of approximately 49 sq km bordered by the Georges River in the south, Salt Pan Creek, Uranus Rd /Weston St and up in to Tarro/Polo St’s to Bransgrove Rd across to Queen St and up to Milperra Rd on the West. Milperra/Canterbury Rd’s accross to Belmore Rd down and along the South Western Hwy (M5) up to King Georges Rd and along Stoney Creek Rd in the North. Down to Croydon Rd, Xenia Ave, Andover St, Francis St up to Princes Hwy and Boundary Rd back to the Georges River on the East.
