Born in Narrogin, Western Australia, Stephen spent his early years in rural WA until he went to high school at Christian Brothers High School in Perth. Stephen went on to obtain a Bachelor of Arts and Laws at the University of Western Australia.

Stephen spent his early career practicing as a barrister and solicitor in Perth until he went to the UK to complete a Master of Laws at London University. He stayed in London and taught law.

Returning to Australia to become the Private Secretary to the Western Australian Attorney-General, he then took over as State Secretary of Western Australian Labor before becoming an adviser to Prime Minister Paul Keating.


"We can make Australia better for everyone, but we must have a long term commitment in key areas jobs, health, education and infrastructure investment. As well, we have a duty to look after those less well off than ourselves."

Like many Australians at the time, Stephen first became involved with the Labor movement in the 1975 election campaign and worked to right the wrongs that had been committed against the Whitlam Government. He saw in Labor a party that would extend justice and equality to the vulnerable in our society.

Stephen was elected to parliament in 1993 and in 2007 he was appointed as Minister for Foreign Affairs. In 2010 he became the Minister for Defence.

Stephen and his wife Jane live in Perth and have two adult children. He is an avid fan of cricket and hockey.
